Tiêu chuẩn và các chỉ dẫn kỹ thuật trong kiểm tra không phá hủy
Hầu hết các quốc gia đều có một hoặc nhiều tổ chức (cơ quan tiêu chuẩn) phát triển và công bố các tiêu chuẩn công nghiệp kỹ thuật. Tại Hoa Kỳ, các tổ chức này thường là các tổ chức độc lập từ ngành công nghiệp tư nhân, nhưng ở nhiều quốc gia, tổ chức tiêu chuẩn là các cơ quan chính phủ.
Một tiêu chuẩn cho một vấn đề bất kỳ được định ra để làm cơ sở so sánh. Hiện nay, tồn tại tiêu chuẩn cho gần như mọi vấn đề có thể đo hay đánh giá trong thực tế, từ thời gian để vật liệu đến quy trình. Quốc hội MỸ thành lập Viện Tiêu chuẩn và Công nghệ (NIST) năm 1901 vào lúc bắt đầu của cuộc cách mạng công nghiệp, ban đầu sử dụng cho các phép đo và các tiêu chuẩn cần thiết để giải quyết và ngăn ngừa tranh chấp về thương mại. Viện NIST phát triển công nghệ, phương pháp và tiêu chuẩn giúp các công ty Mỹ cạnh tranh trong thị trường toàn cầu trong lĩnh vực đo lường. Nhân viên NDT thường xuyên sử dụng các mẫu chuẩn hay tiêu chuẩn hiệu chuẩn được truy nguyên đến một tiêu chuẩn được công bố bởi tổ chức bởi NIST. Có thể là mẫu chuẩn độ dẫn điện, có thể được chứng minh và truy nguyên được là có tính dẫn điện giống như một mẫu chuẩn của NIST; hoặc có thể là một tiêu chuẩn đo bằng micromet đã được kiểm tra bằng một tiêu chuẩn NIST.
Một sự phát triển đáng chú ý của thế kỷ XX là việc chuẩn bị và sử dụng các thông số kỹ thuật tiêu chuẩn để nâng cao tính thống nhất của vật liệu sản xuất và các sản phẩm thu được. Một đặc điểm kỹ thuật là một mô tả chi tiết cách để tạo ra một cái gì đó hoặc làm thế nào để thực hiện một nhiệm vụ cụ thể. Bất cứ lúc nào một sản phẩm được đánh dấu là đáp ứng một đặc điểm hay một yêu cầu đòi hỏi phải sử dụng một đặc điểm kỹ thuật, sản phẩm hoặc dịch vụ phải đáp ứng các yêu cầu đề ra ban đầu. Một đặc điểm kỹ thuật là kết quả của thỏa thuận giữa các bên liên quan và thường liên quan đến việc chấp nhận cho sử dụng bởi một số tổ chức. Thông số kỹ thuật tiêu chuẩn không nhất thiết phải quy định về thời hạn có hiệu lực (như tiêu chuẩn chiều dài hoặc thể tích), tuy nhiên do tiến bộ kỹ thuật trong một lĩnh vực nhất định thường là bước đầu để đưa ra các yêu cầu sửa đổi định kỳ.
Tiêu chuẩn luôn đại diện cho nỗ lực của một số nhóm có tổ chức hoặc cá nhân. Bất kỳ tổ chức công cộng hay tư nhân, đều có thể trở thành cơ quan tiêu chuẩn hóa. Cấp độ khác nhau của các cơ quan này tồn tại, từ một doanh nghiệp địa phương đến một nhóm các nhóm quốc gia và các tổ chức quốc tế. Các tổ chức chuyên nghiệp và công nghiệp ở Hoa Kỳ dẫn đầu sự phát triển của các tiêu chuẩn liên quan đến các lĩnh vực NDT bao gồm: HIệp hội ASTM Quốc tế, Hiệp hội Kỹ sư ô tô (SAE), Viện sắt và thép Mỹ (AISI), Hiệp hội hàn Hoa Kỳ (AWS) và Tổ chức ASME.
Nhiều thông số kỹ thuật cũng đã được phát triển bởi các cơ quan chính phủ Hoa Kỳ như Bộ Quốc phòng. Tuy nhiên, Chính phủ Mỹ đang nỗ lực giảm thiểu việc tự ban hành các quy định đặc điểm kỹ thuật và nhiều chi tiết kỹ thuật quân sự đang được chuyển đổi thành các đặc điểm kỹ thuật điều khiển bởi các nhóm ngành công nghiệp. Ví dụ, MIL-I-25.135 đã được sử dụng làm tài liệu kiểm soát cho cả các tiêu chuẩn kiểm tra thẩm thấu quân sự và dân dụng. Các thay đổi gần đây trong quản lý kỹ thuật quân sự đã dẫn đến yêu cầu của các đặc điểm kỹ thuật Mil được đưa vào tiêu chuẩn ngành công nghiệp AMS 2644 và SAE là quá trình chuyển đổi sang sử dụng các đặc điểm kỹ thuật này.
Nói chung, xu hướng mong muốn là có một tiêu chuẩn nhất định được chấp nhận để sử dụng thống nhất. Một phương pháp tăng tiêu chuẩn hóa là các cơ quan lớn áp dụng một tiêu chuẩn được phát triển bởi một tổ chức nhỏ hơn. Tại Mỹ, hàng ngàn kỹ thuật tiêu chuẩn được công nhận bởi Viện Tiêu chuẩn Quốc gia Hoa Kỳ (ANSI), từng là các tiêu chuẩn phối hợp với các đơn vị tư nhân. Ở cấp độ quốc tế, Tổ chức Tiêu chuẩn Quốc tế (ISO) thực hiện chức năng này. Các tiêu chuẩn ISO được thành lập vào năm 1947 dưới dạng liên đoàn phi chính phủ của hơn 60 quốc gia. Hoa Kỳ cũng là đơn vị thành viên trong các tiêu chuẩn ISO của ANSI.
Cơ quan ban hành tiêu chuẩn NDT
Danh sách dưới đây đề cập thông tin một số cơ quan tiêu chuẩn thường được nhân viên NDT sử dụng.
Hiệp hội vật liệu và thử nghiệm Hoa Kỳ (ASTM International)
ASTM, là viết tắt của cụm từ “American Society for Testing and Materials”, Hiệp hội vật liệu và thử nghiệm Hoa Kỳ, là tổ chức tiêu chuẩn quốc tế phát triển và đưa ra các tiêu chuẩn kỹ thuật cho các hệ thống, sản phẩm, dịch vụ và nguyên vật liệu. Trụ sở chính đặt ở Conshohocken, Pennsylvania, cách Philadelphia 5 dặm về phía Tây Bắc.
Tổ chức quốc tế ASTM đóng vai trò quan trọng là hệ thống thông tin hướng dẫn thiết kế, sản xuất và kinh doanh trong nền kinh tế toàn cầu.ASTM được thành lập cách đây 1 thế kỷ (1898) khi một nhóm các nhà khoa học và kỹ sư đường sắt làm việc cùng nhau. Công việc của họ đã đưa đến sự tiêu chuẩn hóa về thép được sử dụng xây dựng đường ray với mục đích cuối cùng là tăng cường sự an toàn cho mọi người. Sự phát triển của công nghiệp, môi trường và chính sách quản lí đã tạo ra các yêu cầu tiêu chuẩn mới. ASTM đáp ứng yêu cầu với các tiêu chuẩn thống nhất để sản xuất và cung cấp các dịch vụ an toàn hơn, hiệu quả hơn và tốn ít chi phí. Ngày nay, ASTM tiếp tục đóng vai trò đi đầu trong việc tiêu chuẩn hóa các yêu cầu của thị trường toàn cầu.ASTM ra đời trước các tổ chức tiêu chuẩn hóa khác như: BSI (1901), DIN (1917) và AFNOR (1926). ASTM có vai trò ảnh hưởng so với các tổ chức tiêu hóa khác và là tổ chức tiêu chuẩn hóa lớn nhất thế giới. Với qui trình thống nhất, ASTM hỗ trợ hàng ngàn ủy ban kỹ thuật tự nguyện với hơn 12000 tiêu chuẩn.Hàng năm, ASTM xuất bản cuốn “Annual Book of ASTM Standards” với đĩa CD và phiên bản online.
Năm 2001, ASTM đổi tên thành ASTM International để thể hiện tính toàn cầu về tiêu chuẩn.
Năm 2005, ASTM kết hợp với Citation Technologies, tạo ra một thư viện online cho các tiêu chuẩn về môi trường.
Năm 2008, ASTM xuất bản các tiêu chuẩn về tính năng kỹ thuật của nhiên liệu Biodiesel.
Năm 2009, các tổ chức phát triển các tiêu chuẩn AAMI, ANSI, ASTM và DIN kết hợp với nhau tạo ra một dữ liệu về các tiêu chuẩn về thiết bị y tế.
Các tiêu chuẩn do ASTM International tạo ra có 6 chủ đề chính:

- Tiêu chuẩn về phương pháp kiểm nghiệm, thử nghiệm
- Tiêu chuẩn về thực hành.

Hiệp hội kỹ sư cơ khí của Mỹ (ASME International)
ASME là viết tắt của cụm từ “AMERICAN SOCIETY OF MECHANICAL ENGINEERS”: Bao gồm các quy định quản lý việc: thiết kế, chế tạo, kiểm tra lò hơi và bình, bồn chịu áp lực, nhằm kiểm soát chất lượng thiết bị và đảm bảo an toàn cho người sử dụng.
ASME được sáng lập năm 1880 bởi Alexander Lyman Holley, Henry Rossiter Worthington, John Edison Sweet and Matthias N. Forney. Với nhiệm vụ là giải quyết các sự cố của nồi áp suất, lò hơi. Được biết đến trong việc thiết lập các bộ mã và tiêu chuẩn cho các thiết bị cơ khí. Với mục đích sáng lập ban đầu là thành lập một Liên đoàn kỹ thuật với mục đích tập trung nghiên cứu các kỹ thuật liên quan lĩnh vực cơ khí ở Bắc Mỹ. Và theo sự phát triển, ASME ngày nay đã trở thành một tổ chức đa ngành và toàn cầu.

Tổ chức tiêu chuẩn hóa quốc tế (ISO)
ISO web site Tổ chức tiêu chuẩn hoá quốc tế (Tiếng Anh: International Organization for Standardization; viết tắt: ISO hay iso) là cơ quan thiết lập tiêu chuẩn quốc tế bao gồm các đại diện từ các tổ chức tiêu chuẩn các quốc gia. Được thành lập vào ngày 23 tháng 2 năm 1947, Có trụ sở tại Geneva, Thụy Sĩ, đến 2013 hoạt động ở 164 quốc gia thành viên trên thế giới. Tổ chức này đã đưa ra các tiêu chuẩn thương mại và công nghiệp trên phạm vi toàn thế giới. Thành viên đại diện cho Hoa Kỳ tham gia ISO là ANSI.

Hiệp hội vận chuyển hàng không (ATA)
Được thành lập bởi một nhóm 14 hãng hàng không trong năm 1936, ATA là tổ chức thương mại đầu tiên và duy nhất cho đến hiện nay quản lý các hãng hàng không Mỹ. Mục đích của ATA là để hỗ trợ và giúp đỡ các thành viên của mình bằng cách thúc đẩy ngành công nghiệp vận tải hàng không theo hướng an toàn, hiệu quả và tiết kiệm chi phí, cung như áp dụng tiến bộ công nghệ vào các hoạt động của mình; Có hai tài liệu ATA sử dụng như hướng dẫn cho việc đào tạo cán bộ kiểm tra.
- ATA Specification 105, Hướng dẫn đào tạo và kiểm tra Cán Kiểm tra không phá hủy. Tài liệu này phục vụ như một hướng dẫn cho việc phát triển một chương trình đào tạo cho nhân viên thực hiện nhiệm vụ kiểm tra không phá hủy. Trong khi một phần bắt nguồn từ nhiều tiêu chuẩn đào tạo phổ quát như ASNT SNT-TC-1A và NAS 410, tài liệu này được dành riêng cho chương trình đào tạo bảo trì hàng không và cá nhân đủ điều kiện cá nhân để tiến hành kiểm tra máy bay.
- ATA Specification 107, Hướng dẫn đào tạo cán bộ và năng lực cho FAR Part 121. Tài liệu này chỉ dẫn đào tạo và yêu cầu trình độ của các kỹ thuật viên kiểm tra máy bay và đề xuất một danh sách tối thiểu của các thiết bị kiểm tra.

Hiệp hội công nghiệp hàng không (AIA)
Hiệp hội công nghiệp hàng không đại diện cho các nhà sản xuất lớn của quốc gia trong quân sự và máy bay thương mại, máy bay trực thăng, động cơ máy bay, tên lửa, tàu vũ trụ, vật liệu, và các thành phần có liên quan cũng như các thiết bị. AIA đã có một hiệp hội thương mại ngành công nghiệp hàng không vũ trụ kể từ năm 1919. Ban đầu nó được gọi là Phòng Thương mại hàng không (ACCA). AIA là chịu trách nhiệm cho hai tài liệu liên quan NDT, đó là:
- NAS 410, Giấy chứng nhận & kiểm tra trình độ nhân viên trong Kiểm tra không phá hủy. Tài liệu này là một tài liệu sử dụng rộng rãi trong ngành công nghiệp hàng không vũ trụ vì nó thay thế MIL-STD-410E.
- NAS 999, Kiểm tra không phá hủy chi tiết composite.

Viện Tiêu chuẩn Quốc gia Hoa Kỳ (ANSI)
ANSI web site. Hội thử nghiệm không phá hủy Việt Nam (VANDT)
Hội VANDT đã được thừa nhận là một tổ chức xã hội nghề nghiệp tự nguyện của những chuyên gia và những người hoạt động trong nhiều lĩnh vực kinh tế xã hội có ứng dụng kỹ thuật kiểm tra NDT.
